According to marriage records in Montpelier, there was a Sally Carter of Barnet married 04-06-1818 to Eliaser Picker. 
Who the father of Sarah\Mercy\Sally Carter was is currently a mystery. There are at least three Benjamin Carters who could be the father. Different sources point to one or the others as being her father. Until the birth record for Sarah\Mercy\Sally can be found with her parents' names, or, some other proof of her parents, then they will remain a question.
